The Supplemental Nutrition Assistance Program (SNAP), formerly known as STAMP, is a food assistance program that allows low-income households to purchase a variety of foods that serve as the foundation for better nutrition. Each month, benefits are electronically transferred to the family’s Delaware Food First card. This is an EBT (Electronic Benefit Transfer) card. The Food Supplement Program participants use this card to access his or her food benefits at local grocery stores.
The Food and Nutrition Service (FNS) of the United States Department of Agriculture is the federal agency in charge of overseeing the Food Supplement Program.

What is the eligibility for Delaware SNAP benefits?
The Food Supplement Program in Delaware is based on factors such as who lives and eats together, the relationship in the home, and household income. All children under the age of 21 who reside with their parents must apply for food stamps with their parents. Applicants must be US citizens or eligible aliens to be eligible for the Food Supplement Program. Individuals receiving TANF, GA, or Supplemental Security Income (SSI) are not required to meet an income test in order to get food assistance.
Most households have a maximum gross monthly income limit of 200% of the Federal Poverty Level (FPL). There is currently no resource test for most households that reach the 200% FPL maximum gross monthly income limit.
What documents are required in Delaware to receive SNAP benefits?
Proof of all sources of income for every person residing in the household, such as pay stubs from the previous 30 days, a letter from the unemployment office, a court order [or letter from the Family Court] confirming the amount of child support, an income tax return (only for self-employed individuals), and documents proving social security, disability, and pension.
